UE1 - UT Skins have no chat portraits???

I noticed some skins have aweful chat portraits like being fuzzy or really pixelated but others are so clear. I tried this one

and it just has none showing up. Did the auther not create a chat portrait for his skin or do I have to add extra command lines?

He just didn't add them, use good textures, etc... (The author of the skin)

Nothing you can do short of modifying the skin yourself and releasing it as a new version.
