dont know for sure. may be wrong graphics settings
if u can give config file - i'll try it.
btw thats why i asked to make camoflages more different - its hard to recognize them for me =/

Check the following thing:

Under section [WinDrv.WindowsClient]:
TextureDetail=High
SkinDetail=High
LowDetailTextures=False
MipFactor=1.000000

Under the renderer's settings:
LODBias=0.000000
UseS3TC=True (Maybe this affesct it too)
HighDetailActors=True (but i think it just the model detail...)

My other guess is you using 3Dfx with wrapper (where i experienced 512x512 or 256x256 limitation, while voodoo 5 supports 2048x2048) or earlier voodoo card (like voodoo 3).
This is my default(?) setting in glide section for textrure releted stuff:
DetailBias=-1.500000

Unfortunatrly the screenshot is deleted... ;(
