You cannot make games with this RunTime package.
If you are unsure if you are creating a non-game project with the RunTime, e-mail Epic's licensing department.
Even IF you only downloaded the first one, you still have to accept the changes since the original EULA stated that Epic was allowed to change the specifications of the RunTime's EULA at anytime, anywhere and for any reasons. You must agree unconditionally with any of these changes since you agreed in the first place to abide by the EULA.
Don't try to find loop holes in the EULA, I think that is just causing more trouble than it's worth and you'll only get a negative answer to what you are trying to argue against.
To clarify again, if you ask questions here on how to produce game content such as how to add weapons, inventory items and so forth you will be probably be replied with "You can't make a game with this!" or something similiar. Else if you have gotten approval from Epic on what you are doing your questions are much welcomed here.
General questions on Unrealscript and UT2003/U2 or other Unreal games should be asked in the coding forums dedicated for these purposes.
