    Psyonix Studios has issued a press release announcing the license of Unreal Engine 3 for Supersonic Acrobatic Rocket-Powered Battle-Cars. Based on their history with the engine (they developed Onslaught and contributed to many other Unreal Engine titles) and a tip from an IGN preview last Friday, we'd supposed that to be the case. Consider it confirmed! The press release has more details.
