problem,player connects more times and then kick all

hi there,
well i got a problem on my server with some noobs ....
they connect more times and then kickvote all players out ...





is there any possibility that i can change this , that only 1 ip can kickvote ?
i hope u understand what i mean ...ok this maybe sucks for players from university ... but i cant use this kickvote menu any longer , as long as this player(s) missused it ... the voting checks , so far i know the player ID , but if would be good if i can change this that also the ip would be checked ..
