China doesn't want them to be nuclear-capable any more than we do. China wants India to be its surrogate nuclear state (like the US has Israel) in the Middle-East. no one is going to let North Korea obtain the delivery system for their warheads.
developing the bomb itself doesn't mean you have the ability to deliver it very far.

NK only pulls shenanigans like this when they need something... namely food...
you know, because their populace is literally starving to death. they never actually provoke anyone with a serious attack or credible threat since they understand the fact that their entire little experiment will be over the moment they do.
we let them dick around - as the last bastion of a true military dictatorship - because we are simply worried about the humanitarian cost of trying to overthrow their government and change the power structure. it's unfortunate that so many people are being oppressed and dying under the current regime, but MANY more would perish if we launched some kind of attack of our own.
NK is crazy, but they're not downright stupid.
the Hermit Kingdom only remains intact as long as they remain isolationist. to provoke the West with a real attack would be the immediate end of their empire.

I'm not to worried about them having one for themselves, but it does worry me that they might sell it to Iran who 'loses' it or sells it to some fanatical Muslim group.
