Also, there would be 3 serverside options:
1) Make players download

That'll seriously boost your ping. From what the sources tell us, UT2007's engine is already going to push video graphics up another level. It's like the "preload player skins" option of UT2004. It's by logics as yours that that feature defaults to 'on', yet anyone who has a clue about what it does turns it off (except maybe a 5% margin with too much memory in their system).
