Low FPS with windows 7

I just recently bought a copy of windows 7 64-bit (removed xp 32-bit), and installed so far everything been fine. Except when I installed unreal tournament 2004 and set up all my videos setting and tryed to run it the FPS is very unstable. On small maps with no bots it couldn't even break 200 fps.

When I put a few bots into the match and weapons started firing it would dip well below 100 into the 50s 70s and some times even lower.

SO I put all videos setting down low and still the exact same fps stats that I stated before. I currently have Q6600 processor, nvidia 280gtx, and 4GB of ddr2 667mhz ram. My resources are not being strained while using ut04 and also my video card's drivers are the latest availiable (266.58) and windows 7 is fully up to date. Also for anti virus I'm using bit defender, its never given me any problems before and it has a game mode which basically lets anything go. Although windows firewall is still running, I don't know if that would affect it.

I'm sort of at a dead end, the only thing i could think of would be the nvidia drivers being at vault. So if anyone has any suggestions or has a similar card, please tell me what drivers your using.

UT04 is up to date 3369, its off the unreal anthology dvd.

I've got it fixed, a friend had a similar problem and sent me a copy of his ini that he had edited and it fixed it for me, but thanks anyways.
