Llama Punter open to Public

First off, for those of you who are unaware, Llama Punter is a Replacement for UTAN, the system to handle global bans and to handle your own bans across multiple servers.

It can work with two mutators, either UTAN Ban Manager 1.04 or the Llama Punter Mutator.
