UE3 - UT3 light question

when i rebuild the lights for my map i notice that it says "static lighting" this seems to take a millennium to finish, how do i disable the static lighting? also after the light build i notice that when i have a light set a little of a distance from a wall it looks like 2 meshes running into each other.how do i set it to where it won't do that..and in case your going to ask, yes i already checked out hourences sight...i don't see anything on my problem.
