Some people also complain about "lag" when it's really not a lag issue but e.g. their system being busy, causing the screen to freeze for short but noticeable abouts of time.

And yeah, what the toxic guy said.

What do you mean by the 'system being busy', because I have noticed this
sometimes on my computer?

It's a console command that toggles an overlay showing you, how many Frames the engine currently renders Per Second.

And with "system being busy" I mean your CPU spending time on other tasks than updating the UT world. Stuff like reading from or writing to the HDD, installing the latest version of that botnet malware or sending out tons of spam mails. ;)

Also, stat net is also useful for seeing what kind of lag you're experiencing. Packetloss > 0 means that you're losing data - the connection isn't as reliable as it should be, and it produces network lag.
Hint: Open your console (~ key) and type those commands in ;)

Framerate is perfect, ping is good too. You SHOULDN'T be experiencing any lag.

it takes almost half a second before i can see the beam/shot
