Does anyone know what kind of content they're looking for? Do they have the same judges as the MSU contest? I want to know how to make a proper map to their satisfactory

They have the same map guidelines I suppose. Make a great DM or CTF map is my recommendation. VCTF and WAR are also available in UT3 retail, there should be categories for them as well.

A level that isn't using copyrighted content from other games other than UT3, judging by the page you linked.

The rules seem kind of unclear but you may have to be a member of the IGDA in some form (ie, pay them money) to enter.

Yeah, you gotta be an IGDA member to enter. Note that they don't actually give out the prizes themselves; instead, their judges name the maps they think are best, and hand them over to Epic who may or may not decide to distribute some MSU phase 4 money to the IGDA picks, if they feel the some of the IGDA picks are better than some of the MSU phase 4 entrants.

If you read the site carefully they explain that this contest is designed to "help" IGDA members get into the MSU phase 4 contest (past the standard MSU phase 4 deadline).
