You won't find anything for basic HTML. HTML isn't dynamic, it's static. Even with the addition of scripts (CGI, java etc) you simply can't have the kind of interactivity people expect from forums without running off some kind of database, and therefore using either php, asp or similar. Understand, though, that most of the php forums offered don't actually require you to know anything about php code and provide interfaces for you to set up your forums. What you do need is a host who will support a database and php code.
