What you need to do is first use UnrealEd to export the music into .s3m format.
Next, open those .s3m files in Winamp and use the Disk Writer plugin to convert those files to .wav.
Finally, encode them into the .ogg format the UT2k3/4 uses, using tools available at http://www.vorbis.com :)

    what he said ;)
Or just use Modplug. Open the umx, mak sure EG, Bass Expansion, Surround are all checked (trust me, sounds better). Save as wav. You can chose 32bit instead of 16 which will cut out some of the noise artifacts but you better have a lot of disc space prepared.
After that just use (my fav ogg encoder) OggdropXPD and you're done

putting the stamp of approval on the above 2 posts.

but remember many tunes in unreal have 3 separate parts to represent calm, expectation and action music.

you would be better to extract them using a tracker editor and editing
    the tunes.
