i suggest u make the faster hdd your primary drive.
that should be the udm66 13gb.
if i were u, i'd re-partiton it, so that u can install your system to one part. and progr. and other stuff to the second ( or 3rd).
i have my 16.8 divided into 1.5 and the bloody rest.
1.5 is enough for win98 and some basic progr.
1.5gb because i keep making backups of the primary partition using drive image 3, and the imagefile is just small enough to burn it to cd.
then u should give win98 enough swapfile-size ( i'm using 400mb). i recommend u defrag your hdd and optimize your swapfile by using nortons speeddisk, which will move the swapfile to the very beginning of your hdd, thus it'll be kept from getting fragmented in future.
moreover, u should try your chipset's latest dma-driver for best performance of hdd and cd/dvd
