My friend and I are seriously interested in making a fighting game mod with the current Unreal 2k4 characters. This means we already have half the assets...we just need programming, animation, and levels. The goal would be to make a solid fighter 2 (maybe up to 4) players involved, much in the vain of Soul Calibur, Tekken, & Def Jam: Fight for New York. The engine would rely little on special effects and mostly on solid animation.

I, myself, am a professional character animator, my friend is a designer, and we're looking for a programmer who would be interested in this project. Here's an example of one of the moves I've made so far for the mod to show you my skillset.

In the future, we hope for people to be able to send their fighters to us and add them to the game, but in the short term we just want to make a damn impressive weapons based fighter w/ Unreal characters on the Unreal engine. Any takers?

I don't think anyone has successfully made a mod like this before. Apparently the engine isn't suited to it because the collision detection isn't accurate enough. Good luck with it though, I'd really like to see a mod like this.

Not true, the reason why it probably doesn't exist is because of the fact that keyboards/mouse doesn't actually make good controllers for fighting games, as well the 3 button limitation on keyboards (PS2 port limitation it seems) it doesn't help.
I stand corrected :)
