Drop In Frame Rate

I have an Athlon 700mhz with 256 megs of pc133 sdram and a Diamond TNT2 Ultra. I run regular UT at 1024x768 in 16 bit color under Direct3D and my frame rate stays in the 60 to 80 fps range, avg. is about 60 at that resolution. I just downloaded INF 2.80 and while playing it I suffer a HUGE drop in frame rate. My frames are in the 30 to 40 fps range while looking at a wall and in the upper to mid 20s while playing (walking/shooting/etc.) I dont think this should be happening, and I have tried to fix this problem myself by doing many different things. I have checked my color depth to make sure it is at 16 bit, checked my resoultion and it is still 1024x768, I have gone into the preferences and looked at all the display and rendering options for Direct3D and they are set exactly the same as they are under normal UT. So I am thinking it is just INF. Can somebody give me some feedback on this problem. Thanks a lot.
