I hate to have to turn to you guys for help, but Google has failed me. I have an image, 800x480 pixels, that I want to print onto some sheets of card paper that I bought. The catch is, the sheets are perforated, so I need to somehow get the printed cards to line up with the gridlines on the paper. The paper has side margins of .75" and top & bottom margins of .5". The card size is 3.5"x2"

I've tried opening up OpenOffice and creating a table, but the cells always enlarge just a little bit so the cards get progressively further off the mark. Arg!

could you create a picture displaying your problem? Sounds like it's an easy job in photoshop but I'm not entirely sure what you want to do.
