Can't get UT2Vote to work on 1 of my PCs

Hi all -
I know I must be a fool, but I've followed the instructions on installing UT2Vote47 on 2 different PCs.
My work PC had no problems. I've set up a Listen server running UT2Vote47 and OLStats 3.01. Works great! I can admin, voting works, everyone is happy at work.
My home PC doesn't seem to play nice with UT2Vote47. I installed the files to my system dir, added the ServerPackages=UT2Vote47 into the appropriate section of my UT2004.ini file (although according to the docs I shouldn't have to since this version of UT2Vote can add it). I've removed all of my MUTs, added the single server version of UT2Vote and launched a game. Pressing HOME (which is mapped to VOTING MENU) doesn't bring up UT2Vote. With VoteAdminPass=admin, entering 'Mutate UT2VoteLogin admin' from the console does nothing. No error messages, no 'Hagrid: You have full admin access', nothing.
Both PCs run XP pro with the latest version of the UT2004 game engine (3233). I THINK both PCs have all bonus packs (ECE and CBP) installed.

Sorry for the n00b question, but I'm ready to chuck my PC out the window.

Finally, 2 other things:
1. I've noticed that the MAP VOTING section of SERVER RULES disappears after you serve up a game with UT2Vote running. Is that normal?
2. I've noticed on both PCs that the game loads, gets to the 'waiting for players' message and then re-loads SOMETIMES. Is that normal?

are you running a listen server in both instances? [dedicated is recomended]

"I've removed all of my MUTs" What do you mean by this if your removing the default muts or gametype strings then thats your problem you cant remove ant thing from the default ut2vote47.ini if you dont want a game or mute votable simply set HideVote=True in the gametype string or mutator strings in ut2vote47.ini

as far as adminlogin goes well if you have removed any of the above mentioned items then thats your problem because without tose strings for reference ut2vote will fail. if you have set the password in ut2vote47.ini then the correct login is mutate UT2VoteLogin password

Finally, 2 other things:

Is that normal? if yopu areruning a listen server this is normal because you are loading ut2vote from the game and once loadedxc ut2vote restarts to load the defaults from the gametype string within ut2vote47.ini also if you join and the server has sat empty for 2 mins and have bSwitchDefMap=true set then you just hit it at the time it was reafdy to switch back to the default map

Thanks for your reply. Here are my answers:

1. Indeed I am running a listen server on both.
2. I have removed all MUTs (except for UT2VOTE ;) from the MUTATOR page of my HOST menu. I have not touched the UT2004.INI file.
3. The only change I have made to the UT2VOTE.ini is add VoteAdminPass=admin. All other lines in the file untouched. I will reverify this by downloading the UT2VOTE47.zip again and reinstalling the files.
4. When I get home tonight I will verify that HideVote=False. I would like all levels and muts votable.

RE:Finally, 2 other things:
1. Copy that.
2. Copy that.

Any other ideas?
