Can I run a mutator I downloaded from a game server?

So I downloaded the Ballistics Weapons Mod directly from a game server, rather than installing it the normal way. If I want to run this mutator on Instant Action or change its settings, can I? Or do I need to download in install file?

There's so many packages to extract from the cache you'd be better off just downloading it

You're better off just installing Ballistic Weapons 2.0, then the patch and then bonus pack 4 rather than extracting from the cache and using UCC to generate .ucl and .int files for it.
