Two Factor Authentication is now available on BeyondUnreal Forums. To configure it, visit your Profile and look for the "Two Step Verification" option on the left side. We can send codes via email (may be slower) or you can set up any TOTP Authenticator app on your phone (Authy, Google Authenticator, etc) to deliver codes. It is highly recommended that you configure this to keep your account safe.
You can use virtually any graphics package.
paint shop pro, photoshop etc.
i'm sure they'll even open in paintbrush (the thing built into windows).

.tga files eh? well, they won't open in Windows paint, the will open in Jasc's Paint Shop Pro 5.0 and 6.0 and Adobe Photoshop.
odd, that your asking about .tga files. you either took a picture in UT or Quake2 with video hardware right? and now you want to know how to change it into a .gif or jpg, or something along them lines.
