Two Factor Authentication is now available on BeyondUnreal Forums. To configure it, visit your Profile and look for the "Two Step Verification" option on the left side. Sorry, UnWheel has been converted to UT2004 some time ago and I don't think it runs on UT2003 anymore.
I suggest you buy UT2004. The price is already falling I guess (I bought it for 50 EUR when it was still new) and it even is worth these 50 EUR.
