How come you can't move while crouching, or why can't you crouch jump?

You do move, just a lot slower. Can't crouch jump though.

While crouching, you move at "walking" speed. Unreal and Unreal Tournament both have the feature that, while walking or crouching, you won't go off an edge.

This is great for sniping from the edge of a roof, a ledge, etc. I usually hold down the crouch key while I'm zoomed in on a sniper rifle in such a position.
