Combo Mod/Mutator

Hi,
A friend of mine is a server admin and has asked me to locate a mod/mutator for UT that can disable the shock combo, or lower is damage. If there is a mod or a way to do this on the server could you please let me know. He wishes to run a newbie server where the pro cant jump on and shockwore them to kingdom come!
