question about editing max. number of bots

i know how to add more than 16 bots to a game; what i'd like to know is: is there a permanent way to increase the maximum number of bots you can start a game with? A line you can add to the .ini file, maybe? i know that under [Botpack.DeathMatchPlus] you can change the number in the line "initialbots=16" to whatever you want, but i'm looking for a more long-term fix, since that changes to whatever you set your bot number to(and then can't be set over 16 again in the bot setup).
