Does this mean I won't be able to use my own custom loadouts?

It means you cant EDIT your loadout files so you can have like 200 grenades ... etc...

I at one point looked at the loadout spot where I could do this, and figured it out. But I didnt do it of course. In other words its cheat prevention.
