UT editor runtime error? Help!!!!

I installed the UT editor and everything installed smoothly. However, when I attempted to run it I got an error message saying runtime error '48': File not found dll. I downloaded and installed visual basic 5 but this did not work. Can anybody please lend me a hand in getting this to work.

one more thing? What file should the editor be unzipped/installed to?
