Frame Rate Skips

Almost every minute I play Unreal Tournament the framerate skips for a few seconds.

My system Specs are:
Pentium II 333MHZ
64 Megs RAM
Voodoo 3 2000 PCI with 16 MB of video ram.
10 Gig HD

if youve tried lowerscreen res , skin detail,world textures, tourning off chatbox , weapons flash .try raising min desired framerate to 10 more then the default the game will throw out files it doesn't need hopefully to compensate, good luck wondermaniac
