Dividing water zones

If I have a large water zone that stretches between two areas that I'd previously split into separate zones, should I extend the zone portal so it divides the water zone as well (and have 4 zones) or should I leave the water zone as a separate zone (and have 3 zones) ? Which is more efficient?
