There's always the possibility of a bomb being mixed into the candy. Or the wrapping.
Better safe than sorry. Imagine if some candy bar explodes halfway across the ocean.

What about the explosives that could be hidden in rectums or vaginas. The scanners can't see that. Should fingering be a part of the pat down?
