Anyone manage to get it?

Yeah... Not that good IMO.
I never watched the movie it references to, so getting it just for the statistics isn't worth it.
You have to start the Rakk Hive quest, go back to New Haven, and head to the blue house with the mailbox in front, right next to where you get the claptrap repair kit (Below the balcony with two small chests with money inside.)

My cousin's Rider has an obscene rof, acc and mag cap for an unscoped, low damage sniper.

Had it actually counted as a combat rifle and used such ammo, it would've been immensely more useful.
But as it stands, it's a waste of sniper ammo.
