MP3 to WAV with small file size resulting

I tried converting an MP3 to a WAV but the resulting file was like 21 megs, simply because I can't seem to resample it from 44khz to 22khz without making the song twice as long. Is there a free program I can do that with? I tried Audacity which doesn't work.
