How or where do I get the rocket launcher that fires multiple missiles at one time?

You could try reading the manual. That is if you HAVE a manual.

Look in your menus...make sure the "Instant Rockets" tab is unmarked. Play a game and hold down the primary button until the desired amount of rockets load (max is six). If you hold the alt fire button, then it will launch grenades instead of rockets. You can release the button at any time to fire, or wait until the max amount loads and it will automatically fire. Be careful, if you only have three rockets will automatically fire. Sometimes, most people are running too close to walls and frag themselves from the splash

If you don't want the rockets to spread outwards, just press and hold primary fire, and then hold alternate fire. Release primary fire any time you like, and it will fire those rockets in a bundle.
