If I were to find a web address I wanted, could I get it without having to sign up for anything, like if no one owned it, is it possble to aquire the address for free? if so, how to go about it?

nope, because u need control over DNS servers, etc.

ok, its just I had plans for a site and I've been trying to find domains, I just wish someone would do a .co.uk for free!

getdotted.com (a British company) do pretty decent prices (I think anyway) for registering domain names. They'll transfer all your DNS details to whoever you want, or if you want you can have your site hosted by them (although you have to access their FTP using their DialUp routine, meaning you pay for the phone calls to em).
