can i change my server upload speeds and how?

What exactly do you mean?

If you are running a UT server and want to limit the datatransfer to the clients, you have to edit the server-ini file, unrealtournament.ini, or whatever you call it.

Look for the section [IpDrv.TcpNetDriver] .
There you have an option, MaxClientRate=xxxxxx.
Change that value, but don't go below 7000.
