Please answer this question on skins/models

Correct me if I am wrong, but if you want a new skin....and you set it up on your computer, no one else can see the skin your using unless it's also installed on their computers. If this is true, how do you get around it?

UT and unreal is on the basis of, everybody sees what you see, it will balk if its different, if you play a skin, I wanna see it!.. heh
dont be shy, go for it, there are servers with custom skins.
