The problem is simple. I have a large water volume in which I want to carve out "air bubbles" that will contain the actual playing area. That's not hard to do with volume priorities. However, when I'm walking or running around in the air volumes, every surfaces sound like I'm wading in water, like somehow the sound properties of the surrounding water are carried into the air volumes. Is there a way to prevent that?

Instead of using air volumes,you could make a bsp brush,subtract where the air voumes are,intersect it,then add a water volume with the intersected brush
