When I try to download a UT mutator that is in .umod format I am sent to a web page that is filled with text that I don't understand. If I download any thing in .zip format, everything is fine. Do I need to do something at that text page or download a program, or is my computer out to get me, again.

Two Factor Authentication is now available on BeyondUnreal Forums. To configure it, visit your Profile and look for the "Two Step Verification" option on the left side. We can send codes via email (may be slower) or you can set up any TOTP Authenticator app on your phone (Authy, Google Authenticator, etc) to deliver codes.
