From my experience, converting avi to DVD is more pain than its worth. I mostly ran into audio sync and quality problems. It depends on the source AVI really.
You should be able to find some DVD Authoring software that converts everything on the fly. The last one I used I believe was TMPG DVD Author, which seemed to work pretty good.
