How do I access the floor lofter, I have looked everywhere.
Is it an icon or something?

And is it capable of makeing rocky walls and stuff?

Not sure if you were the one I replied to about this the other day. If you're using UED1, its under window, under the 2d editor. You can make what you want with it, or you can use the 2d editor and bevel your shapes to make rocks,AND you can always deintersect big cones (4 sided ones) to make cool looking rocky formations like stallagtites and mites.
