refresh rate in 27.42 det xp drivers

i downloaded the 27.42 detonator xp drivers which are supposedly refresh-rate-change compliant. i tried the default program to change it and riva tuner, neither of which worked. all of my opengl games are stuck in 60hz, and i cant find a program that'll actually change it, rather than just say it did when it didnt.

any ideas? :(
