UE3 - UT3 Terrain actor VS static mesh?

Are there situations when Static Mesh more preferable than TerrainActor for creating terrain?

And, what is good external programm to create heightmaps (and step-to-step tutorials for it); UnrealEd's terrain editor is not very handy for creating terrain from zero.

Mesh is far faster. Yesterday someone asked me if he should make a tiny terrain to create sand in a flowerpot. Obviously the answer was no, a mesh is the way to go for that. That also goes for larger "small" areas. For example, a small courtyard is better off with a vertex painted mesh than with a unique terrain...

Also when dealing with large open landscapes, with distant locations/scenery you can actually go to, you are better of doing those too with mesh rather than with terrain, and if you really want to use a terrain for that, make a second much much lower poly terrain than the one you walk on, and use the low poly one for distant stuff.
