D3D; reverts to Soft Rendering

I was working in Ued when I noticed the fog was not working, I opened Advanced properties and turned it on.
All worked till I rebuilt my level and exited the editor to test. The game refuses to enter full screen, fog is no longer there, the game looks like its in software rendering, but preferences says its running on D3D support, snail frame rate.

My system is a :
Athlon T-Bird 1ghz
256 megs of pc133 Ram
20 gig IDE HDD
10X DVD
Geforce 2 MX200 32 RAM
17 inch KDS Screen
DirectX 8.0
Ut Version 436 w/ AMS110 and all bonus packs
Ut runs at 1024x768 in 16 bit color

What I have done to correct the error:
Reverted defualts in Advanced Options (No effect)
Reinstalled v436 patch (No effect)
Reinstalled UT and 436 patch (No effect except before installin the 436 patch, UT could not find video Card)
Reinstalled Nivdia Drivers (No effect)
Beat computer into submission with desk-lamp. (Dented case)

I've done everything I know of, and since PU has gone to a forum software I do not particularly like I have not posted there.
Any help is appricated..
