There could be firewall or anti-virus issues. Try turning them off.

You can delete the local files and download the game again through Steam.

UT3 takes quite a while to load if you have a slow computer or simply running too much processes on it. Quit all applications. Steam should be running in background and you should start UT3 from Steam.
