Real Time Worlds Licenses Unreal Engine 3

Real Time Worlds has announced the licensing of Unreal Engine 3 for use in PC and next-gen console titles. They have also announced an MMO game, All Points Bulletin, to be developed on the engine and published by the Korean game company Webzen. A few words from RTW on APB:
All Points Bulletin offers intense game play in a highly volatile world filled with dramatic car chases, shootouts, busts, escapes and arrests. Players can also enjoy a fully customizable gaming experience allowing them to choose character appearances, attitudes, music preferences and more.

And David Jones, Founder and Creative Director, had this to say about working on the Unreal Engine:
“We have been very impressed with the UE3 technology and design tools. It has allowed our artists to deliver the stunning visual impact they wanted, early in the project life cycle. Likewise our code team has been empowered to focus on the unique aspects of what we need, building on top of a great code base. And last but not least, our designers have been able to prototype to their hearts content. As we build on the technology, extend it for our specific online needs, we plan to be a long term partner with Epic building projects of all sizes on many platforms.”

Webzen the publisher already have the engine from development on Huxley, so they can have Real Time Worlds work on the game without handing out 2 million for the License (until the project is ready for shipping at the end of its development) as they already have a build of the engine, if Real Time Worlds are building it from scratch then the publishing deal may be a work for hire type contract with the developer only receiving a small budgeting fee to run the studio and pay their staff, they could just be an extension of an in house publisher owned studio, if that is so Webzen is just paying the studios running fee and could dump the project at any time, im not holding my breath on this one till later in development and when titles have shipped using UE3, ive noticed Webzen announce a lot of MMO games just recently all without shipping a title with UE3 yet, id love to see what their business plan is.

But that's not what's happening here.
Real Time Worlds and Epic Games, world leading developers of cutting-edge computer and video games and the pioneer of the award-winning Unreal® Engine today announced that Real Time Worlds has obtained a studio-wide license for Unreal Engine 3. Real Time Worlds and its affiliated companies, including Denki and Real Time Worlds Asia, have obtained the rights to use an unlimited number of Unreal Engine 3 licenses for the creation of next-generation PC and console game titles.
okay? RTW has been around for a few years now, and Jones has been pimping APB pretty much since the company's inception. The deal with Webzen is a publishing deal, and I see no reason to believe it's anything other than that.

This is also an interesting comment:
I noticed Webzen announce a lot of MMO games just recently all without shipping a title with UE3 yet
I didn't realize any UE3 titles had been shipped yet. Please enlighten us.
