I suggest building the plutonium rod casing out of legos. Its Cheap and Effective. They've made an airport out of Lego, so why not a rod casing? In fact, just make everything out of Lego. Just DO NOT under ANY circumstances let Kantham near the lego box.
All you really need is a vibrator and plug it into a 230V socket. It will vibrate so fast that the atoms get shaken around so much that they start splitting all on their own. Now quickly throw it in a swimming pool to convert the energy into steam, put a steam turbine above it an you have enough energy to power the world for one whole week.
