Team Say for both teams
Is there a way to keep two teams in INF but make it so that both teams receive team say chat, taunts/messages and UTcompass info from the other team just like players of the same team?

Actually, the reason he wants it is so that people can choose which backpack color they have (Green or Black), the color is assigned per team, not per player.
