You know that a lot of cities don't have a full time SWAT team, right? An ordinary officer or firefighter or others could have a trunk full of SWAT gear that he puts on when the team is called out. In fact it looks like that one guy might be a bicycle officer.
If there was a crisis worth calling the SWAT team out, would you rather they wait a few extra minutes while everyone changes their shoes? |
