I think those are attempted genocides. Genocide means to wipe out an entire national, racial, political, or ethnic group, and I doubt they got everybody. Unless they did succeed in some instances in getting everybody.

Where do you get the idea that it has to be all? It just means deliberately killing the members of a national, racial, political or ethnic group. And it is accepted that it has to happen on a large scale for the term to be applicable, I believe, but not all.

It if meant all, it would have to be called extinction.

It's much like the word suicide. You have not commited suicide unless you succeed in killing yourself. If you're still alive, you have just attempted suicide. If there are any Jews left, Hitler attempted genocide.

I've always understood it to mean all.
