How do you use zone lighting?

place zoneinfo > take the properties > on the bottom take Zonelight > fill in some numbers there by the 3 first things, works like a normal light, you got brightness, hue and saturation
if you dont see changes immidiatyl rebuild it

ZoneLighting is particularly effective to change the color of your shadows. Use lights (little torches) for spot lighting and to give your map more depth.
High zone lights at 255 saturation will wash out detail and make a map look like ****

IS there a way to atach a light to a timer so that it will turn that light on at a certian time?

yes but its rather adavanced :)
actor browser > lights > triggerlight > select it, and place it in your map
take properties, under object mak sure you have the right state, and make sure initianl on is off or on, depends on the situation offcourse
and then you just trigger it, with a timedtrigger you can let it start immidiatly when the map starts
read http://www.planetunreal.com/lode its somewhere in there, cause its to much to really explain trough here
